Goes through the drop folder file by file. Each one either moves to the area or project that owns it, or gets archived. Before anything moves, any durable fact inside it is pulled out and written to the file that is supposed to hold that fact.
Fires on “sort my inbox”, “I dumped some files”, or a visible backlog of unfiled notes.
The extraction step is the part that matters. Moving a file to the right folder does not make its contents findable. Writing the fact down does.
